They spawn at light levels below 7 in oceans, rivers and lakes. A zombie that drowns in a body of water also turns into a drowned person. They generally spawn in groups of 2 to 4 individuals.
The ocean ruins are also surrounded by drowned people who appear during generation.
Very rarely, they can also appear as baby variants.

Minecraft Drowned shares its behavior with zombies and is hostile to players, iron golems, turtles, turtle eggs, wandering traders, and snow golems.
